The prohibition for sandals in ihram are three:
- they wrap around the heel
- covers the toes
- covers a large portion of the foot
(Buckles and stitching on the straps are permitted; likewise the straps may go from side to side as long as they do not cover much of the foot. It is not necessary that it be a toe slipper.)
فَلَا يُلْبَسُ مِنْ النِّعَالُ غَيْرُ مَا لَهُ شِرَاكَانِ يُرْبَطُ بِهِمَا عَلَى الْقَدَمِ لِتَأْتِي الْمَشْيَ خَاصَّةً ، فَلَا يَجُوزُ لَهُ لُبْسُ سِبَاطٍ، وَلَا مِزْت، وَلَا شَيْءٍ مِنْ هَذِهِ النِّعَالِ الصَّحْرَاوِيَّةِ ؛ لِأَنَّ لَهَا فِي عَاقِبِهَا حَارِكًا، وَلِاتِّسَاعِ شِرَاكِهَا فَتَسْتُرُ كَثِيرًا مِنْ الْقَدَمِ
